Kompania kanadeze “Stream Oil” i detyrohet buxhetit të shtetit 35 milionë dollarë dhe për këtë shkak qeveria ka nisur procedurat për prishjen e kontratës. Mësohet se ‘Albpetrol’, kompania publike që mbikëqyr koncesionet e naftës, ka filluar zyrtarisht procedurat për të prishur marrëveshjen me kompaninë kanadeze “Stream Oil”, për shkak të parregullsive në shlyerjen e detyrimeve financiare të përcaktuara me ligj.  “Stream Oil” shfrytëzon 4 vendburime të njohura nafte dhe gazi në Shqipëri, atë të Ballsh-Hekalit, Gorisht-Koculit dhe Cakran-Mollaj në naftë, si dhe fushën gazmbajtëse të Delvinës.

Nafta 

Sipas burimeve konfidenciale, bëhet fjalë për 50 mijë tonë naftë, 10 milionë metër kub gaz, si dhe shumë fatura të tjera për energjinë dhe shërbime të tjera të përfituara nga kjo kompani, të cilat “Stream Oil” duhet t’i kishte derdhur në ‘Albpetrol’, por që prej vitesh nuk e bën. Sipas përllogaritjeve, vlera totale e dëmit shkon nga 30 deri në 35 milionë dollarë, para të cilat duhet të kishin përfunduar në arkën e shtetit, por të cilave kompania kanadeze u është shmangur në kundërshtim me ligjin. Për shkak të këtyre abuzimeve, së fundmi drejtuesit e ‘Albpetrol’ kanë shkarkuar mbi 35 punonjës të cilët e kishin detyrim të monitoronin marrëveshjet koncesionare. “Stream Oil” është një kompani që në të shkuarën është denoncuar shpesh nga ish opozita e majtë si e lidhur me qeverinë e atëhershme të demokratëve. Nisja e procedurave për heqjen e koncesionit të saj, përbën rastin e parë kur shteti tenton të anulojë një koncesion të madh me impakt të fortë në publik.

Kontrata 

“Stream Oil & Gas” lidhi në gusht të vitit 2007 një marrëveshje me kompaninë e nxjerrjes së naftës ‘Albpetrol’, që i ka dhënë të drejtën e vlerësimit dhe rizhvillimit të zonave të naftës Cakran-Mollaj, Ballsh-Hekal, Gorisht-Kocul dhe gazit të Delvinës.  Në bazë të marrëveshjes kanadezët kanë fituar të drejtën për rizhvillim, prodhim dhe shitje të produkteve të naftës dhe gazit që do të nxirreshin nga këto zona falë shfrytëzimit të puseve dhe infrastrukturës ekzistuese. Menjëherë pas nënshkrimit të kontratës kompania nisi kryerjen e studimeve mbi gjendjen e zonave të marra në dorëzim me synim rehabilitimin e tyre.

Detyrimet ndaj Albpetrolit

Koncensionarët që operojnë në Shqipëri në sektorin e naftës kanë deklaruar se kanë kryer 15 miliardë dollarë shpenzime, të cilat nuk i kanë të argumentuara me fatura tatimore. Burime zyrtare nga ‘Albpetrol’, kompanisë përmes të cilës shteti mbikëqyr të gjitha koncesionet e naftës, bëjnë të ditur se gjatë kësaj periudhe kompanitë koncesionare kanë deklaruar mbi 1.5 miliardë dollarë shpenzime pa dorëzuar faturat përkatëse. Shkelja ka përmasa galoponte, është sa 12 %  e GDP-së. Asnjë prej kompanive që operojnë në fushën e naftës nuk ka paguar tatim fitimi. Argumenti që kanë përdorur kompanitë është fakti se kanë dalë me humbje. Për shkak të deklarimit të shpenzimeve marramendëse, të cilat siç po tregojnë faktet nuk janë verifikuar asnjëherë nga ‘Albpetrol’, deri më sot asnjëra prej kompanive koncesionare nuk ka paguar qoftë edhe një lek tatim fitimi në buxhet.
