Lënia e mandateve prej deputetëve të PS-së dhe zëvendësimi i tyre me kandidatët vijues, është kthyer në mollë sherri sa herë që ka mbledhje të Këshillit të Mandateve. Në mbledhjen e zhvilluar me dyer të mbyllura që mban datën 28 dhjetor 2013, deputeti Eduard Halimi ka akuzuar mazhorancën për shpenzime të tepërta. Sipas saj, procesi i ndarjes së mandatit të deputetit nga ministrat do të rrisë numrin e atyre që paguhen nga Buxheti i Shtetit. Më poshtë debati në mbledhjen e zhvilluar me dyer të mbyllura:
Z.Ilir Meta: I drejtohet Sekretares së Përgjithshme të Kuvendit znj. Albana Shtylla, për një sqarim në lidhje me dorëheqjen e mandatit të deputetit nga disa ministra dhe zëvendësimi i tyre me deputetët e tjerë të rinj pasues në listat zgjedhore.
Albana Shtylla – Pas verifikimit që iu bë mandateve të fituara dhe krahasimit me legjislacionin e aplikueshëm, rezulton që në vendimet e Komisionit Qendror të Zgjedhjeve janë respektuar kërkesat e parashikuara në nenet 69, 70 dhe 71 të Kushtetutës së Republikës të Shqipërisë, të ndryshuar.
Eduart Halimi – Qëndrimi jonë është i njëjtë me të seancës së kaluar të Këshillit të Rregullores, zoti Kryetar, për vetë faktin se ky veprim do të rëndojë drejtpërdrejt tek qytetari, pasi me taksat e tyre do të paguhen, jo më 140 deputetë, por 156 duke përfshirë këtu edhe anëtarët e Këshillit të Ministrave. Edhe në Seancën Plenare në emër të grupit do të paraqesim këtë shqetësim dhe nga ku parashikojmë një seancë të gjatë dhe qëndrimi jonë është i njëjtë më të seancës së kaluar.

According to her , the process of dividing the mandate of the deputy ministers will increase the number of those who are paid from the state budget . Below debate at its meeting held behind closed doors :
Mr. Ilir Meta : I directed the Secretary General of Parliament Mrs. . ATG Pillar , for a clarification regarding the resignation of deputy mandate by several ministers and their replacement with other young MPs subsequent election.
ATG Pillar – After verification made to seats won and comparison with applicable legislation , resulting in decisions that the Central Election Commission are observing the requirements set forth in Sections 69 , 70 and 71 of the Constitution of the Republic of Albania , as amended .
Eduard Halimi – our position is the same as the last session of the Council Regulation , Mr. Chairman , for the fact that this action will aggravate directly to the citizen , because their taxes will be paid , no more 140 members , but 156 including members of the Council of Ministers . Even Plenary Session on behalf of the group will present this concern and where anticipate a long session and our attitude is the same as the previous session .
