Borxhet, Cani: Pagesa për biznesin me një këst
Auditimi i borxhit të fshehtë dhe dalja me një shifër konkrete sesa është ai, pritet që të bëhet publik para datës 30 nëntor, ose të paktën ky është limiti final. Në varësi të kësaj shifre varet edhe buxheti 2014, por Ministria e Financave po ecën paralel me punën për këtë plan. Kreu i Financave, Shkëlqim Cani, tha në një konferencë dje se prioritare mbetet shlyeja e borxhit ndaj biznesit si një opsion që i jepet ekonomisë për vitin 2014 që të rimëkëmbet. Në këtë dalje publike, Cani u ndal në disa pika.
SI DO TË SHLYHET BORXHI
“Vendimi dominues është që për borxhin të bëjmë pagesë të menjëhershme. Në vitin 2014 nuk është se priten shumë ecuri pozitive, madje duket shumë i limituar dhe janë një sërë faktorësh ekonomikë dhe psikologjikë që ndikojnë. Ne duam të godasim ekonominë shqiptare në atë pikë që e konsiderojmë se do i japim shtytje dhe janë disa drejtime. Një nga drejtimet është shlyerja e borxhit që ne e shohim si një mundësi për kreditimin e ekonomisë. Shlyerja mendohet me një këst, sapo të sigurohet kredia dhe të bëhet verifikimi. Nuk shohim shumë nxitës të tjerë, prandaj është ky mendim. Mund të them se 90 për qind ky është vendim i marrë”
BUXHETI 2014
Duke qenë se buxheti është në rrugë e sipër dhe nuk kemi krijuar asnjë panoramë të qartë, unë s’mund të flas për asnjë shifër. Do të duhet që të shohim se deri ku jemi me borxhin dhe të jem i sinqertë, e vetmja fjali që mund t’ju jap si ministër Finance është që jam i hapur për çdo lloj rruge, mundësie apo mase që do të kërkojë buxheti. I pari është buxheti, nuk është paga e ministrit të Financave apo e një punonjësi. Ne duam të vëmë ekonominë në shina që të shlyejë vetveten dhe çdo detyrim që kemi.
KUSHTE NGA FMN DHE BB
Marrëdhëniet e borxhit janë të thjeshta. Po hymë në marrëdhënie borxhi me FMN dhe Bankën Botërore, do të na vihen edhe kushte. Ne do të mundohemi dhe këtyre institucioneve do t’ju tregojmë reformën që do bëjmë. E kemi ndarë mendjen që do bëjmë reformë të thellë dhe kemi marrë vota të bëjmë reformë. Kemi kërkuar me ngulm dhe tani vijnë misionet e FMN dhe BB që pranuan të na fusin në urgjencë dhe të na vijnë në ndihmë teknike, që gjithë këto elemente të reformës që kemi shpallur të gjejnë mbështetjen e dy organizmave me përvojë. Në fund, vendimi është i yni. Nëse ata do na vënë kushte që nuk i leverdisin Shqipërisë, ne këtu jemi për t’i dalë për zot dhe nuk do t’i pranojmë ato që nuk do na duken normale. Ato që e çojnë para vendin, do t’i pranojmë.
PREMTIMET E QEVERISË
Në kohën që ne flisnim më parë, as populli, as ne nuk e dinim gjendjen reale. Nuk diheshin përmasat. Prandaj ne thërrasim asistencën teknike, në mënyrë që të na korrektojë për ndonjë gjë që është premtuar, por që nuk çon ujin te mulliri. Ne duam të bluajmë. Rëndësi ka që të gjejmë atë që duhet për popullin. Nuk heq njeri dorë nga premtimet. Është dhe një perceptim sikur të gjitha që u premtuan duhet të bëhen sot. Jo, janë katër vjet dhe ne do të bëjmë maksimumin, por sot ka gjëra që edhe mua po më çudisin. Ndonjë gjë që nuk përputhet me fillestaren ne do t’i përshtatemi, pra në vartësi të ekonomisë do reagojmë.
